Born from a unique opportunity, Nicolas Molfino and Andrew Stratford were empowered by their first client to establish L2.
 
In late 2015, they hit the ground running – fully licensed, bonded, insured, and staffed – ready to tackle complex projects for leading healthcare providers like VCU, UVA, Adventist Health, MedStar, HCA, Calvert Health, and Inova. L2’s expertise extends to classified government work, biotech, pharmaceutical, and other technical, occupied, and sensitive environments. L2 has an extensive team of construction professionals and has successfully completed over 300 healthcare projects.

For Virginia public healthcare clients, that certification is more than a credential. It is a procurement tool.

What SWaM certification means for procurement officers

Virginia state agencies are required to direct at least 42% of discretionary spending to SWaM-certified firms. Every dollar spent with L2 Construction counts toward that goal.

Under Virginia HB61, public agencies can make direct awards up to $100,000 to SWaM-certified firms without going through competitive procurement. For qualifying scopes of work, this removes weeks or months from the procurement timeline.

VCU Health: a SWaM fast-track in practice

When VCU Health needed a SWaM-certified contractor with healthcare-specific expertise, the introduction came through and L2 was able to efficiently meet the client’s needs.

The vendor approval process at major health systems typically takes 12 to 18 months. Working through the SWaM pathway, L2 Construction was approved in two weeks.

Of the first 12 projects put out by VCU Health after onboarding, L2 Construction was awarded 8. The work has included an MRI door repair completed with the magnet ramped up, two clean room and compounding pharmacy buildouts, a CT equipment replacement and upgrade, and the sixth Center for Advanced Care sleep lab renovation in the nation.
